Hi
I have a desktop power supply unit (SMPS) which is not working and completely dead. I have tested this power supply by connecting ground to green wire but this power supply fails to turn on. There is no +5v standby voltage. On visual inspection there is no sign of any burnt component, blown fuse, short circuit or bad capacitor (like a swollen top or a leak in capacitor).
I have examined this power supply using a multimeter. There is a 230V AC on PCB track pad where AC input wires are connected. The fuse is working... -

UPDATE
After pressing power button several times. Motherboard turned on but the CPU fan was not spinning. CPU heatsink was getting hot. No display.
+3.3v_alw-> coil PL9

I have no idea about using an oscilloscope but i would like to learn. For repairing motherboards can i use a DIY type sainsmart oscilloscope like DDS120 or Hantek 6022BE and the Owon pc based models. Are they useful or totally crap...
please suggest something that will do the job. i am not looking for something fancy and expensive that require a lot of professional experience. I know Rigol offer really good oscilloscopes but they are for professionals and people who use it very often. ICH_RSMRST+ is 0v goes to 3v when power button is pressed then again goes to 0v in 1/2 second
SIO_SLP_S5# goes from 0v to 1v then again 0v

1) FLASH 1 MBytes For EC ----> MX25L8005M2C
2) FLASH 4 MBytes For PCH ----> W25X32VSSIG
3v/5valw is present
When power buttom is pressed
SIO_PWRBTN# have 2.8v goes to 0v
ICH_RSMRST# have 0v goes to 3.15v then again 0v
SIO_SLP_S5# have 0v goes to 3v then again 0v
SIO_SLP_S3# have 0v goes to 3v
+RTC have 3v
Flash for EC have +3v on pin 8

my laptop only supply +3v_alw and +5v_alw when connected to adapter and remains off when connected to battery. Does it mean KBC is in s5 state and it is not going into s3 state when power button is pressed. There is 0.01v on cmos battery postive pin.
Q1) What is the meaning of this SIO_SLP_S5# and SIO_SLP_S3# in ITE8502.
Q2) Is there any guide on flashing EC/PCH on this motherboard with required/ compatible bios programmer. this is my first time. so please pardon.

I don't have the schematics but I would like to share some photos and information about repairing a 85W magsafe died due to power surge...
My Mac Book Pro charged exploded with a loud sound and smoke. I decided to open it and fix it. I read online a wonderful method to open these kind of adapters. After a visual inspection i found out that the black soot have covered all the damaged area so I cleared it with damp cloth and luckily i was able to read the values printed on the dead components.

Thanks for the quick reply
I have tested miniature tact switch and the cable. they are good and shows continuity. When I press the power button led on the button blinks for 1/2 second then nothing happens. The Charger is working properly and charging the battery. On battery connector 12 volts are present and the charging jack led turns on.
