No, the two files are different but they are almost full FF.

You can see that if open them with HxD editor.

There's still a problem with your programmer, you can quickly tell by the compressed RAR file size of 28.0kB.

Thanks for your help. If I extract the rar file, the bin size is 4096kb.

For BIOS files on average you do get about 50% +/- compression, meaning that for an uncompresed 4096kB file, the compressed file should be around 2,048kB.
