But still remain the same issue, it starts until it shows HP Logo and Protected by HpSureStart and it reboot, when I try to enter Bios Setup it won't and it keep rebooting.

I am having a HP EliteBook 840 G7 it wont Trigger.not power ON.all the voltages are ok.
3.3V on power switch and 32,7 Crystal also OK.Some times it power on but without Display.

i Guess something wrong with the bios i need to know for this issue do i need to re flash only EC chip or Both bios chips?

do not touch the EC. Only flash this main.
first boot press f10 apply factory defaults and restart, 2nd boot reset security settings to defaults and exit.
use BCU. you can permanently disable Absolute lock in BCU.
here's your DMI:
