i noticed there's a lot of unlock request for this model HP Elitebook 650 G10 and patch won't work if the bios version is latest. use this bin flash both it won't work if you only flash the main you should flash both.
first boot press f10 apply factory defaults and restart, 2nd boot reset security settings to defaults and exit.
use BCU....
