Vin is ok 3v and 5v is coming there is voltage 3v on power button,but dc jack light is off and no power on
have flashed the bios but same problem.

You may have a problem with the external power adapter.
Often, HP / Dell adapters have an ID (identification) so that the logic board can determine if the power adapter is able to supply the proper power.
Measure the
AD_ID
voltage to ground on CN12 connector.
Are you using the original power adapter ? What is the rating of this adapter ?

iirc in HP AC_ID has some LDO voltage created futher on the board and resistor in the charger jack creates voltage divider to determine wattage (or was that lenovo? ;p)
Check if line shorted to GND.
I might be wrong tho.
