    What is the voltage on SY6288D (U25), pin # 4 ?

Note that the enable on this device is with the '#' suffix = ACTIVE LOW.

So with a voltage ~0 volts on EN pin, the USB load switch (U25) should enable. If this is not the case, then the load switch could be defective.

If you see a logic high, ~3v3 on EN pin, then the KBC is wanting the USB port to be OFF.

      0v .
so could be PCH or bios issue .

If U25, pin # 4 (EN#) = 0v then the PCH is requesting that the USB load switch be turned ON.

Can you confirm the voltage of the following pins:

            U25, pins # 2-3
            U25, pins # 6-7-8

With EN# = 0; the voltage on pins 2-3 (+5VALW) should travel onto the output pins # 6-7-8.

If you do not see this, then U25 is defective and has been damaged from some surge event.

Ok. So you have Vbus the USB connector to power the USB device (mouse, thumbdrive, etc.).

Remove all power. Meter in DIODE mode.

Red meter lead (yes, RED) to GROUND.
Black meter lead to the USB connector signals:

                (@D15) U3RXDN0
                (@D15) U3RXDP0

                (@D15) U3TXDN0
                (@D15) U3TXDP0

The diode readings will allow us to review if the ESD transient diodes on the USB 3.0 port pins are damaged or not.

Do confirm if D15 is present on your logic board or not. Assuming this ESD diode array is present.

                U2DP0_L
                U2DN0_L

PS: The USB 2.0 signal lines do NOT have any ESD protection = very cheap logic board and may not even pass CE requirements. We pay < $ 0.05 USD for a USB protection device in low volumes of 5k-20k / order from offshore mfrs.

Can only imagine how low cost the same product will be if purchased in the volumes of this logic board mfr. Zero excuse to not include the ESD devices on the USB 2.0 port pins other than a cheap quality design by amateurs.

Still check the readings of each to ground for the USB pins.

Very lame of them to not stuff this low cost ESD protection device which most likely has caused many failures out in the field.

                      U3RXDN0 U3RXDP0 = 325
                      U3TXDN0 U3TXDP0 = no reading
                      even the webcam no working

yes shame on them , they make a lot of money from making motherboard low and less protection .

When you boot into Windows -> do you see the presence of the USB interface in the device manager tree ? This should be the very bottom of the Device Manager tree -> click the '+' to expand the view.

If you launch the camera app -> does the app complain that the camera cannot be found ?

all USB+webcam not working-its a sure sign of bad pch . You need to replace the SOC/PCH. If you are interested in replacing it and have the necessary tools/skills, then do read my microcode guidance(Sticky thread) before replacing.
