Unable to locate schematics for this Dell board.
In checking OTHER Inspiron schematics - found the attached for PD1. It is very possible that this is the same component as yours.
Review if the common ANODE (pin # 1) is GROUND on your board.
p/n
TVNST52302AB0
(SOT523 = looks the same size as on your board)
Dell (Foxconn) likese to use this exact component on many other logic boards they manufacture.
Datasheet is attached. It is a common part that can be replaced by many other vendors.
