the situation is:
no power at all:
1- no leds , the volt on the power switch is 3.3v and goes to zero when press it.
no volts in pl4501 nor pl4502

Voltage on pin 6/20 ? pl4501 / pl4502 Resistence to GND? Upload the Schematic check +B 19V on the upper fets

Voltage on pin 6/20 ? pl4501 / pl4502 Resistence to GND? Upload the Schematic check +B 19V on the upper fets

pl4501 to ground= 4 kohm
pl4502 to ground = 40 kohm

Voltage on PU4503 Drain side ? Check if no short on the 2 Fets , Check for any leak PC4509 PR4501 , TPS5115 pin 6/20 voltage is absent ?

As techtiger mention before , the requirements for this IC to work is Vin (Pin12) and the enable signals pin 6/20.
After to get 5 VALW /3 VALW you need 2 another enables signal at Pin 1/5...so what about their voltage !

no voltage on pu4503 sides, pin6/20 are zero....pin 12=19v

pin 1=1.264v, pin 5 = ov

Trace the pin6/20 rail for short or bad component
