    Dell Inspiron 15 (3542) - No Display - HELP!

Hello. I have a Dell Inspiron 15 (3542) Core i3 laptop. Motherboard number: Cedar 13269-1 FX3MC REV A00. The laptop does not display. When you press the power button, the fan spins, after a few seconds the laptop beeps (4 beeps). *This suggests a memory issue but the same memory chip works fine on another laptop and is indeed the correct DDR3L required by the laptop. *I have measured all coil voltages, they are all present. I have inspected the ram slot, its ok. I have flashed the bios chip, cleaned the RAM and slot but the laptop still will not display. I get the following voltages on the RAM slot:
    Pin 1, 126, 203, 204* - 0.675v
    Pin 199* - 3.31v
    Pin 75, 76, 81, 82, 87, 88, 93, 94, 100, 105, 106, 111, 112, 117, 118, 123, 124** -* 1.363v
    Pin 30 - 1.363v
Any ideas, Anyone ever had this problem? I am stuck. Let me know. Thank you.

Make sure the 4 beeps do not indicate a graphics memory issue.
What did happen to this laptop?

Backup your old BIOS bin flash with a working bin If this method doesn't work, there are additional signals to check in the RAM slot using the DSO.

SDA/SCL communication between ram slot and PCH may give a hint of the problem.

when Charging mode: The helicopter rotates and then emits a sound And there is no screen
I think the BIOS is corrupted

4 Beeps on a Dell = memory failure.
