Dell Latitude D630 won't power up

Hi everybody. Been a while since i posted here but in any case, what I've done so far with this D630 issue:

    1) Removed battery and held down power button for 30 seconds but still won't power up while using just the power cord.
    2) Removed battery and held down power button for 60 seconds but still won't power up while using just the power cord.

None of the LEDs light up when I plug in the power cord except for the battery LED which flashes green for less than a second whether I have a battery attached or not.

    Battery also never charges.

Do I have a dead laptop here?

    Thanks for any help.

It has an Intel GPU. Not the problematic Nvidia one that I've read about in the web.

If it helps Service tag is 3TFMNH1 which the Dell web site gives me the following result: https://www.dell.com/support/home/en...Zz090/overview

It's not one of those bog standard chargers. I'll try to look for one though and see if that helps.
