hp elitebook 8460p not power on

I have being dealing with this pc for 4 days now, when DC 19V PRESENT and charge and power lite blinking . i was able to read U5006 with

pin16=19v,pin17=5v,pin8=3v,pin9=4.5
,pin22=10v,pin1=0.6,pin6=0.7,pin18=3v,
pin13=3.3v,pin19=1.7v,pin11=3v,pin20=5v
,pin3=1.9v,pin73v,pin23=0,pin10=3.3

am confisued with pin23 which 0v
RTC SECTION checked and 3v present
bios flashed , still problem persist
plz help me out

RSMRST# 3.3V come’s from IO to U5006 as PGOOD do you have +3VA +5VA

yes 3v/5v present

test all this points remove the key board
