when it has no display, measure voltage at the two Mosfets which are located near the DC jack.

now check whether 3.3v and 5v are present or not.

I think VS line fault. When it switches off and fan not spinning, you are perhaps not getting 5v VS. Check mosfet for 5V VS. On pin5-8 you should get 5V ALW(even when not switched on) and on PIN 1-3 you should get 5V after switching. Pin4 Is gate where you will get around 12-18v.

+3valw and +5valw ok but No voltage on gate pin4 for mosfet Q30 (+5valw to +5vs)

Sounds like SLP_S4# not coming up.
Will most likely not be your issue but last time I had an intermittent issue like this was due to a break in RTCRST# line. Pull up resistor is next to the PCH so that was ok (always 3.3V), but the cap to ground was pretty far away, next to the Clear CMOS pads near the RAM slots, and there was no continuity to there.

Are you getting 5V vs on pin 1-2-3????? You didnt gave feedback on it. You only mentioned gate(pin4)
