Gateway LT4010u with power off

Please i have this Gateway LT4010u laptop which does not power on,after making checks i get 19v on board but i dont get 3.3v or 5v on the board,not even 3.3v is present under the power switch,can anyone help me please?

Check voltage on pins 1, 6, 8, 11, 13, 16, 17, 18, 20 of PU3 (RT8223M)

Please this is a acer diagram,is it the same as the gateway?

Quanta ZE7 motherboard, if this is your motherboard (you said DA0ZE7MBD0) it should be the same for Gateway.
