                    I think you should use scale 200V to measure volt on gate PQ302. How could be?

                    PQ302 its N-Channel mosfet. N-channel need voltage on gate with value vgs is positive (+) than source. pin 123 we need 19V. So, on gate we need higher than 19V. could be 19V+6V. (voltpin4-voltpin123= +). so on gate pq302 usually ~24-25V. And your dmm can't reading properly if you set 20V scale.

                        hints: I already change the PQ302 same value

                        voltage value plug in the adapter

                        PQ302
                        S-123 = 19.5V
                        G-4 = 24.7
                        D-5678= 19.5V

                        PQ303

                        G-4 = 24.7
                        D-5678= 19.5V

                        PQ301
                        PIN1 = 24.7V
                        PIN2 = 2.7
                        PIN3 = 19.5V
