samsung rv420 works till VR_on

I got this laptop few days back and when press power button its goes to 0.21AMP .

Bios flashed and isl 95831 replaced no success

following voltages are present,

without pressing power button.

Lower Gate looks high.

If this happened in SMPS 3V and 5V, its indicates OVP, according from RT's family sheets. So, usually just change Cap solid with tantalum, worked. However, I doubt this information can be applied in this case.

EC509 value is 1000uF, like using kind a Nec Tokin.

Would be good idea to build parallel tantalum as much 6 pieces soldering with cable, use as external Capacitors, you can solder and unsolder into board very easily with them. Use for test purpose only. And let us know what result.

The ISL can provides 2 VR or 1 VR.
Please read scheme and sheet, Since pin 40 was high and pin 43 no voltages, then check resistor which connected to P.5.0V, may be its open. This to configure the IC to be 1 output only (with 2 phase). According schematic, the GFX core already has PWM driver / ISL95870

checked as you said but no resistor connected to these pins and need to check all voltages but no board marking or boardview to find

Yup, It's hard to find boardview for this model. Even HD image as well
