Ecs elitegroup w341ui

I have a problem with this laptop when I plugged in the charger blue light comes then shuts off but when I putt the battery it charges in and when I remove the battery and press power again blue light standby no cpu fan spinning. I already measure dc jack 19 volts is present I measured some of capcitors 3.3 and 5v are present but I notice the chip ATI IXP 460 is hot. please anyone can help me.Ive attached the image of ATI. thank you

try post some details......when it gets hot after u switch on or only with plugin

Please post the correct motherboard motherboard model. If you have a lab power supply, measure the current consumption in each state.

no motherboard model written on the pcb

That is very unlikely. Examine it carefully on both sides, and look for stickers as well.
