HP Compaq CQ40 LA-4101P No Power Issue, Please Help

Hello, Please Help Me
Today I got CQ40 notebook that if I pressed power button, only white power led turn on, the others like wifi, touchpad no light.
After checked, I get this measurement :

LID_SW (16) - 3.3V
ACIN (127) - 1V (not stable, drop)
VCC (9) - 3.3V
ON / OFF # (32) - 3.1V / 3.3V
EC_RST # (37 ) - 1.8V
ACOFF (27) - 0V

OFF / ON
PM_SLP_S3 # (6) - 0V / 0V
PM_SLP_S5 # (14) - 0V / 0V
EC_RSMRST # (100) - 0V / 3.3V
SYSON (95) - 0V / 0V
VR_ON (121) - 0V / 0V
SUSP # (116) - 0V / 0V

PQ103 was brunt, changed it.
Now it is not taking charge, if I plug in ac 1st and insert battery it charge but if I put battery and plugin ac it doesn't charge and PQ103 overheats.

Please somebody help to solve it. Changed BQ24740 no effect.
