Toshiba L650 no power

Identified no power out from 5v and 3v regulator ic ISL51125 changed no luck

voltages as shown below

Pin2-0v
Pin3-1.9v
Pin4-3.3v
Pin5-0v
Pin6-1.3v
Pin7-0v
Pin8-3.3v
Pin9-5v
Pin10-0v
Pin11-0v
Pin12-0v
Pin13-1.5v
Pin14-1.2v
Pin15-0v
Pin16-18v
Pin17-5v
Pin18-0v
Pin19-0v
Pin20-0v
Pin21-0v
Pin22-5v
Pin23-0v
Pin24-0v

Resistance from pin 13 to GND?
Resistance of both outputs to GND (pin 7 and 24)?

From those voltages it seems you got short on 5v rail.
Its like the whole right side its shorted to ground.

Look for cracks corrosion .

Do a continuity test

From those voltages it seems you got short on 5v rail.
Its like the whole right side its shorted to ground.

Look for cracks corrosion .

Do a continuity test

you are correct once I remove 5v and 3v ic that short disappear. re soldered with new one it was ok .may be a soldering issue Thanks
