Dell N4050 short on ground

hye i got 1 laptop dell inspiron cant power on.

i touch TPS51125A hot. i check GND on pin 15. i got 19V.

i attach picture on page 41 TPS2115A. seem like leakage somewhere
anyone can help me to find what the problem is.

i have checked again maybe my mistake i got zero on pin 15 but pin 16 is vin i got 19v. PGOOOD no volt.

VREG on pin 8 and 17 i got 3v. why this TPS hot when plugin charger ? and cant on with current see on PSU bench 0.1890

o9n pin 17 u must have 5v. check ffor short on coils
