Does it have ATI gpu? Then it needs to be changed. I don't think your problem is BIOS related.

no the vga is not ati. it is intel. but I noticed that the fan is starting normal but after 5 seconds it will go very high. I changed the cpu and tested the pins on t he board with cpu tester. I changed the ram. no burnt components. the volts are normal.
I don't know the problem

Try another cpu, don't use the cpu tester, they are not accurate.
