Connect a DC Amper meter in series with the DC jack + in and measure how many mA you have without press ANY button.

its short on some power rails or no PWRGD signal. check every big coil for short to ground and for voltage right after start button

Same like Acer 5520 just get a hot air gun (for testing) blow it a bit, and see if it running if yes do a proper reflow.

Just don't forget the MCP chips tend to die, and after reball or reflow give only video output on the other screen (monitor) not the primary.
