laptop 19v short circuit dell vostro 1400 motherboard ,need help in repair .

It is important to confirm that there is no voltage at the vcore pins. My concern was that you have leakage on the low voltage rail from the main power of the adapter.

Suggest to confirm the true voltage on the main power rail. At 24v, this is too high. As a basic test, measure a fresh 9v or 1.5 volt battery. What does your meter show?

Are you using the true laptop power adapter? It should output ~19 volts which is common to most laptop designs.

ah yes then there is no voltage at all at those cpu inductors colils(both sides nothnig) or capacitors at one side , yes its a true dell laptop charger which came with laptop , i never changed it . i think my multimeter is showing extra +3voltages may be.
i tested some 1.2 v battery , it reads it as 1.4v , i tested some 18650 batteries from this old laptop battery dissaembled which i use for bluetooth now :P , they usually use to measure just 3.5 to 3.7 , now they all showing 4.9- 5v , multimeter is crapped but i get what it really wants to say i guess ^^ , but yes i should get a good quality ones and or put a new battery , also i remember once i messed with ampere reading with this multimeter , may be that stupid thing messed up its readings a bit .
btw the pin of charger alone when testing with multimeter gave the same reading 24-25 v ,the charger is rated in its label as 19.5 v

mon2 the laptop works as it should . thank you so much for teaching me and reading schematics i really hope it stays that way , i dint replace the capacitor tho .. but why did this happen in first place .. please kindly convey your thoughts on the cause of this 19v short .

Well done! The capacitors can die for many reasons including:

a) poor specs of the original
b) liquid damage by user
c) age of the machine
d) in-rush current from the power adapter which will can derate the life of the capacitor

thank you sir feels nice when some repair is done and successfull ) true this is 2008 model i guess . very old . sure this website is so good, lots of great experts here like you . i would sure appreciate at any chance i get .
i have come here before too for repairing my crappy power suply , its a very bad local power supply, everyone said to throw it away , just to keep it for learning purposes, but it failed anyway and i got tired of it ^^ hope one day i will make use of its parts or something lol
