It is important to confirm that there is no voltage at the vcore pins. My concern was that you have leakage on the low voltage rail from the main power of the adapter.
Suggest to confirm the true voltage on the main power rail. At 24v, this is too high. As a basic test, measure a fresh 9v or 1.5 volt battery. What does your meter show?
Are you using the true laptop power adapter? It should output ~19 volts which is common to most laptop designs.

 i really hope it stays that way , i dint replace the capacitor tho .. but why did this happen in first place .. please kindly convey your thoughts on the cause of this 19v short .
