With PR301 removed, with no power to the board, meter in resistance mode - what is the resistance to ground of the B+ rail ? This can be measured @ PL710. If the resistance is low, then there is a shorted component on the main power rail that needs attention.
With the power adapter connected, what is the voltage (DC volts scale and 30V or higher if manual type of meter) to ground of PACIN ?
Share the voltage measurement to ground of each side of PR327.Comment

PACIN must be high on PQ307 so that pin4(GND) travels to pin3(Drain). Remember its a N channel mosfet-so when gate is high-ground will travel from source to drain-in other words Ground will reach pin3. Once ground reaches pin 3 of PQ307, PR303 & PR307 will act like a voltage divider. the voltage out from this divider will drive the gate pin of your mosfets PQ301/302.
So check how the circuit is behaving and report back.
PS:PQ304/305 is for protection. You can try removing them.It wont harm to power up without these components.Comment

I was doing some stuff on it utill I saw low battery notification. I have plugged AC adapter and immediately screen went blank. I thought that I was too late with plugging. However it stopped working after this. No LED.
I have checked the board for short circuits.
I noticed a malfunctioning mosfet - PQ302, so I have desoldered it. I checked its resistance, and it's really broken - R<1Ω
However, pins 5, 6, 7 and 8 are still shorted... -
