I have hp victus 16, no 3.3v. 3.3 inductor resistance to ground is 500+. VGA card resistance to ground is 2.

The measurements given are in diode mode or resistance mode?

If the measurement are indeed in resistance mode, then there is problem in 3.3V rail.

Link the schematic if available. If not available ,then mention the 3V PWM ic markings. Check for presence of ENLDO and 3VLDO on this IC to begin with.
