It5570 chip Ec_wrst voltage

While testing Dead hp 14s laptop i found charging section ok but no charge led indication.
while testing voltage across IT5570 sio chip +3VPCU are ok
but voltage at EC_WRST# is 0.56V what be problem i have attached schematics.
is this capacitor C4708 faulty.

Hello. I cut the wire marqued as EC_WRST between the node R4702-C4708 and Q4700/Q4701, like the draw, leaving only R4702 and C4708, and the line EC_WRST recovery 3,3V, LED charge white, and system run.
