not sure how familliar anyone would be with this but long story short, a reversed polarity charger was connected to this and now it won't charge. I can't find any circuit diagrams of this (I looked through the service manual and found nothing)
but I think I have found the charging circuit ( the -dc in leads to one of the pins of the TI chip), I'm pretty sure there is a diode or fuse blown somewhere that can be replaced, the battery itself isn't getting any of the charging current (12v in, the battery which is currently at 7.5v stays at 7.5 v when the charger is plugged in)
I have attached the Samsung ATIV pro XE700T1C service schematics for anyone else out there who might ever need it

im guessing its a TI SOIC? anyone else have any better experience with this or can anyone else offer advice? I can't seem to find anything about this chip
