Ok so the cable checks out ok. I am measuring 2.6V going into the LED panel. Is this enough voltage?

Seems awful low even for an led back light. Can you get it to go higher and lower via fn-key and brightness and dimness key combo on keyboard? seems like it should be range of 4
        volts and higher.

ccfl range from 500 to 700 volts. sometimes more.
led should range from 4 volts to 32 at least i am certain tom66 and others can verify this... the only led panel i ever tested voltage on before used 14volts...

I am still checking some for voltages, but i did have a new update. When I hold a flashlight to the back of the panel. I see horizontal lines going up from bottom to top, like an old TV.

leaning more towards bad panel, if you flex the pcb mildly bend it does it distort the lines? on the back of the panel there is a pcb that the connector goes to you can flex it alittle and the tab bonds see if the lines get worse or better....don't need to flex very much, you should see new lines or better image.....this is where if you had a known good panel you could test with would come in handy , i have a little 10 inch led i use as a tester came from a busted netbook and it works great to test for bad panel and cable or even video issues with gpu....if you can get good image with a tester that will save you alot of time....you need a known good led panel that you know for sure is good to test with....

thing is thou usually not always but when you have a bad panel the lines will be there and almost always have a back light..... you have no back light and lines....could be a combination of bad panel and something on the motherboard not telling back light to turn on....only true way to tell is to get you hands on a known good led panel..... to rule out major clues to whats going on....do you have a craiglist in your area or an ebay?

could just be that panel is just junk....whats the brand of the panel a chi mei? onv? samsung/ lg?...onv and chi mei is well known for catastrophic panel failures lines, back lights etc...
