if no volts on center pin then replace the charger it will never charge the battery.....it will run the laptop but not charge it...if you want to double check it you can use anybody's dell charger does not matter just to test it however hp chargers out there will fit but its wired different will not work properly with a dell...

some laptops will not run without battery present, some will, it depends on how they wired it inside on the pcb"motherboard" you will need to test the laptop with a known good charger for example if you have a friend that has a dell and it charges his battery then use that one to test yours and if battery charges then you have confirmed 2 times that you need a new charger... that center pin needs to put out 3 to 5 volts...

take clear pictures of the motherboard both front and back and more around dc jack area and battery connector pins want to see what all between dc jack and battery connector area...so like 4 or 5 pictures so we can match up the schematics to the board and get a better understanding of function...and i want to see your solder job as well...

hate to say this, but i need a picture to see your solder work bottom view of dc jack..in meantime i will do some studying on workings of the charge system and try to match schematics with the pictures so we can get an idea where to test next..

well considering a reflow made it work at all tends to lead to that ,however you can check all your power mosfets for shorts if all checks out then its most likely a connection issue somewhere either by the pcb sockets or dc jack something is not connecting, when power plug is connected to dc jack check all battery pins see which ones are getting voltage and which ones are not then the ones that are not fallow that to most likely a power fet or charge control ic you will need to do alot of testing to narrow it down....i have a feeling when you did the reflow that brought it back to life i am half considering something did not relow all the way check all connections....this will take time to do...

check all the 8 pin power mosfets , since the dc jack is on a little board and is socketed to the motherboard make sure none of those pins are mashed up and make sure its well seated, i just worked on 2 of these recently while i been busy and one was due to bad connections and the other was an reflow issue, so and i just did a Toshiba that had a bad power mosfet so there are things to check and all it takes is a hairline crack you will have a hard time seeing and that will make it malfunction check everything between dc jack all the way to battery pins and do a live test if need be but be very careful any slips can cause more problems then you started with so keep steady hands with those probes use the copper colored screw holes as your grounding point....
