what power system might be problem,19v or 5/3.3v ?,already follow the schematic diagram but still not find a solution

i dont know the best way to describe it,ill try my best

power led not blinking but flashing,flashing then stop. after 9-10 second will flashing again

i have checked powerpad of the motherboard pad 1 - pad 8 and pad 500 - pad 507

before turn on the power button all voltage of the power pad ok but after turn on power button,all the power pad that dont have standby voltage 19.0v only show their voltage a few second only

what is the culprit here?
