Have you checked the boot order?
Will it boot from a cd or usb
Have you tried the hard drive in another machine to see if it boots.
What is it meant to run? Windows?
Please upload pictures using attachment function when ask for help on the repair

I checked everything and everything works (hdd, odd, memmory)
when it is done with POST it should try to boot. If there is bootable device it should boot from it and if it is not it should write message that it can't find boot device. nothing of this is happening, just POST screen stay on display.

I asked in case you had not seen this:

        http://aps2.toshiba-tro.de/kb0/TSB85017Z0000R01.htm

As the L40-170 has a SATA-Hard drive with no compatible mode. WinXP will not natively recognize it.

Did you try booting from a cd?.
