when i plug the charger in the power light flashes rapidly and nothing happens when i press the power button,any idea's where to start?

Both the charger and the laptop may have a power light. Which one flashes?

Try to reflow the maxim chip.

its the power light on the laptop that flashes at a rate of around 8 times per second.i seem to remember some of the old toshiba units had a common fault with some electrolytic caps but i cant seem to find the article, any idea's anyone?

Well, a search for "toshiba cap" brings up 6 threads.
So hard to look for the wanted article? And the tip from marcellodj with the max-chip is not commented in any way (so obviously not tried?)...
how would anybody (can or wants to) guide you trough repair process?

Anyways, first start with the easy things before attempt to do chip level repair: Try another charger, take out all memory, cards, drives and battery and see if the LED still flashes in that way.

The maxim reflow that marcellodj mentioned is unfrortunately a rather common problem. A few years ago I had a Toshiba m35 that behaved in very much the same way. It took me an entire year to figure it out, and burnt one MB that I got off ebay, but eventually I got things right. A good reflow will do the trick just fine.
It will be easier for you to find a how-to guide if you google "toshiba m35 maxim chip repair". It's really not that difficult, and it shouldn't take more than an hour to take the laptop apart, do the resolder and put it all back together.
