rtx 2080 GPU capped at 60 degree

My friend has a evga rtx 2080 super, and with liquid cool backplate. I installed for him. 4 month ago it runs good, and recently idk if he played with msi afterburner or not, the gpu slow it's core frequency when it's over 60 degree. I reset setting in msi afterburner, still the same.

here is a video of it running stress test, the usage is always 100% for sure, but core frenquency drop to 300mhz (should be over 1600mhz normally), when it hit 60 degree.

at very beginning of stress test, the frequecy can reach 1600+, but as soon as it hit 60 degree, it dropped.

    what I've tried:
    1. install latest nvidia driver (reset setting as well)
    2. reset msi burner setting
    3. check setting in evga pricision software, set to default
    4. raise power limit in msi burner and run stress test again, same.

note: the liquid cooling system for the gpu is good and running. if it's the cooling issue, it should hit a high temp like 80 degree first than start to lower the frequency.

any idea what can cause this? and possible fix?

        Missing Capacitors- MSI RTX 2080
        by Fahd Qureshi
        Hi All,

I recently purchased as MSI RTX 2080 SEAHAWK X, which isn't working. I noticed there are 2 capacitors missing from the back- see images. I am wondering, could this explain why the card won't work? I appreciate any help!

RTX 2080 ti (Zotac - triple fan) - No video output / Vcore / Vmem missing
        by T4H
        Hi,
I have an RTX 2080 ti (Zotac - triple fan) with no video output.
So far I have measured the following:
        • PS_FBVDD_PH3_SW = 40 ohm to ground (Micron ICs) - Memory should be fine right?
        • 12V power rail present
        • 3.3V power rail present
        • 5V power rail present
        • 1.8V power rail present
        • Vcore power rail missing --> PS_NVVDD_VREF is present. (from uP9512P / U812)
        • Vmem power rail missing --> Not there because Vcore power rail is missing.

Any idea? I have already tried to flash the BIOS chip (backup got created) - sadly no changes.
