AMD Radeon RX 570 - Not Detected

I have an AMD Radeon RX 570, I think this is the Reference model? Not really sure. Has the numbers 109-D00947-00_02 near the PCIe.
Here's what it looks like.

It's not getting detected by the motherboard.
I get 1 long 3 short beeps.
Even if I place it in 2nd pcie slot with known working gpu in 1st slot and display cable in the working gpu, I still wont get a post and same beep error.

I checked all voltage rails and they seem to be fine.
GPU is getting warm.

What am I missing?

If you have a second x16 PCIe slot on the motherboard, please try to the GPU in this.

I have it in my 2nd pcie slot with working GPU on 1st slot. Still the same.
