    A1419 - 2014 - Not powering on

LED #1 is powered on, when I press the power button it blinks and returns on.

taken out memory modules; same thing known-good PSU tested; same thing
known-good PSU data cable; same thing

    PP12V_ADDC present
    12V_G3H present
    PP3V42_G3H present

one thing I noticed a bit low was PP1V2_G3H_SMC_VDDC: it read 0.895 volts

I have put the board into SMC bypass and PP1V2_G3H_SMC_VDDC is back 1.2v

Whenever I press the power button its not powering on or blinking..

One weird behavior that happened twice but never got it to actually work again is.. I was taking the voltage readings on LED #1 resistor.. and when I touch pin 2 of the resistor the computer turns on, fan spin and all three LEDs lighted up.. but I couldn't reproduce this symptom..

I also tried writing new ROM; same thing

Remove all power -> measure the resistance to ground of each power rail. Checking for a lower than normal resistance. Start with the VBUS of each USB connector. Check each USB load switch. Check each inductor onboard.

I walked around the coils on board and did not find anything obvious telling me there's a short to ground.. USB inductors are ok no shorts they were reading OL in resistance to ground

Few coils had low resistance to ground but they were all CPU, GPU or memory rails.. CPU rail was the lowest 20 ohms but I believe that's normal as well

I have S5 on board but I don't get S4.. PP5V_S4 reads in resistance to ground in mega ohms but in diode mode 0.160.. idk if this is normal or not.. PP3v3_S5 reads higher in diode mode around 0.300ish..

PPGPUCORE_S0 is 0.010 in diode mode 5.2 ohms in resistance.. that's a bit too low for my taste.. is it normal?
