    The caps are going to be late... Not that I care, now I am worried about my main computer recap project.

      The p4 processor I'm using to test that board has 1.75V nominal voltage.

      I tested the Vcore caps voltage with my multimeter and I got a steady 1.83V.

      Does this rule out that the motherboard doesn't post due to bad Vcore caps?

        No.
        You would need an o'scope to check the ripple.

        That also doesn't sound like a good reading for DC.
        It looks like the VID is screwing up and setting the wrong voltage.
        That could be a small cap or an SMD part [cap, diode, resistor] causing the controller IC to get the wrong voltage or that is corrupting one of the VID signals to it.

          I have a P4C800-E Deluxe here which uses this IC for that.

          There's a fair chance you have the same IC.
          Page 7 shows the voltage steps which are 0.0125v.

            I took out all the OST caps from the VRM and tested with the ESR Micro Meter. It showed 0.00-0.01, so the problem isn't capacitor related.

            Thank you very much for the help! I will keep the board for parts, unless I have free time to mess more with it and look for faulty ICs.

              Dead southbridge is a common sign of 5VSB overvoltage, like from a Bestec gone crazy.
