There's no BIOS startup or HDD password as you've gotten as far as the Windows login.
There does appear to be a BIOS admin password though, but that can wait for later, unless it's not letting you boot to one of the password-changing utilities recommended above. In that case try clearing the CMOS battery.
(I don't recommend "inheriting" a Windows installation from someone else, better to just format and reinstall. This is something you can do yourself.)

Use a thin nonconductive tube as a stethoscope to see where that sound is coming from. It sounds like arcing or a faulty protection circuit that's attempting to shut it off in bursts.

A multimeter won't work. You might even damage it with the ohmmeter bias voltage, since these chips are not designed to take much more than ~1v. Either way it'll show as shorted across the power rails, just like a CPU, because it's a high current low voltage device....

I guess that's the reason for the fan twitching when turning off from protection mode, but all the AT supplies I've seen have the output just die off otherwise when turning off normally....

It's the current rating that matters, increasing the reverse blocking voltage won't change that. As Th3_uN1Qu3 said above, the voltage from the transformer output isn't anywhere near that.

The flats will vary in width to maintain a constant 12V average on the output filter caps, as the load varies.
If you're going to try measuring the primary, remember to float the DUT with the isolation transformer, NOT the scope....
