I assumed because USB key's LED lights up and stays lit (on some keys anyway, another gives a brief flicker then stays off) that the USB power must be OK

Wrong assumption ?

Where should I try to measure +5 & Gnd ? - inside the USB connector itself is a pretty high risk thing to try

Whenever I have a problem w hardware or are considering buying
such, I find the two most useful words are 'fault' and 'problem' where
e.g. --> nnnn fault
is the input into Google and nnnn is the item.

also refer page 2-30 [diagram] of the manual, maybe measure from the
mobo headers provided for the 'additional usb ports'.
AND you have the 'additional USB ports' enabled in BIOS ; [8 ports,
page 4-23.]
HEY, be careful with those plug-in brackets also, if they didn't originally
come with the motherboard... maybe no firm standard for mobo header
pinouts FOR USB, which is why mobo manuals always show header diagram...
different mobos may use different pinout layouts.

~Probably~ okay then but...
Too low a voltage might be enough for some and not others.
Also might be worn contacts in the port making some not get good contact.

I usually check at PCB where jack connects.
If that isn't an option then consider clipping a cable to make a test jumper.

Ouch! ICH5 intergrates USB internally.

for USB faults;

[Mobo has 'USB device wake up' jumper also...in view of poor ESD
protection for USB on these mobos, maybe safer to leave in off
position, if your mobo ICH5 still works.]

Re Techsupportforum perusal - I've already tried Intel's 6.3.0.1007 INF package, also verified USB port settings in BIOS (post #7)

Great idea to measure on the mobo header - thanks buyerninety - BTW, I'm well of the pitfalls with USB brackets

VCCs all measure 5.07v, and Gnds 0v, referenced to metal surround of a mounting hole - same whether USB key is inserted or not

Have also tried a USB scanner, which is not detected by board's own USB ports - but is detected by ports on a USB PCI card

Board has four tiny Ltec 100uf 16v caps, which are nowhere near any of the USB connectors

Am I wasting more of my life even thinking of replacing those ?
