Monitors powers on to a white screen and makes a hissing and then static noise until it goes into standby mode. All caps look visually okay but are su'scon brand. Do you think recapping will fix? I am not so sure. Any other ideas? I have reseated the ribbon cables.

Check reading of voltages.
Check the unit connected to a good computer so it can get signal and don't have to go into standby.

I just repaired a Sony VAIO Laptop that had the following problem: It sometimes didn't have any problem, but sometimes it just turned off (backlight only). After further inspection I found out that a noise came from the bottom of the panel. It turned out that the CCFL was loose and the noise was producing by voltage arcing to the metal rail/shield that normally protects the lamp and reflect the light. The guy didn't allow me to change only the CCFL (why, I don't know...) and in the end changed the panel. But the problem could be your case too. Again, if the panel is apart, check if the sound come from the bottom or the top parts. If a CCFL arcs, the inverter will shut off.
If you want to test if the lamps are the problem, take the panel from your Samsung on the other thread and connect it (lamps) to this inverter. If the boards are OK the panel should light without the noise.
