No it's not....I checked the voltage on fan port, it's 11.71V and I've tested the fan with independent supply, it's spinning very well...
What happened here ?
Any regulator or diode fail on my VGA board ?? I saw 1 AMS1117 adj which is regulator, close to the fan port...is it the faulty one ?
The fan speed is controlled by the video card (usually automaticaly), try using a utility like EVGA Precision or MSI Afterburner to change the speed. If you google "gts450 fan control" you will see some suggestions
Why worrying yourself too much ? , take the fan voltage directly from the power supply , or any Fan2 , Fan3 ...etc , on board ..In most cases , it's safer to keep the Fan always working .
