ok is it possible that if the 40T03GP Power mosfet is bad that the little fast blow fuse is ok? I looked at the fuse and it looks fine i checked both mosfets and on one i get a shot from leg 1 to leg 3 but when i reverse the black & red leads i get a reading.

You really cannot tell if the fuse is good just by looking at it, you will need to measure it.
I do not understand your question about the MOSFETs ,When they fail its usually shorted and that could cause a fuse to fail

the pins 1,2,3 I used a ohm meter on pin 1 black and pin 3 red, reading as if I shorted the wires. when I switch the wires I get a reading.

Does Digikey or Mouser sell the Mosfets for the power supply?

Yeah I tried to search for the 40T03GP mosfet in both places and came up empty handed, i guess a cross ref. replacemnet would work?

Acer LCD that turns on but no picture for over 10 min in Acer al1916W is typical problem with bad conectors on lighting tube ( 1 of 4) .
Check well tube conectors , you neded disaembly LCD panel
