    Philips CED-780 Bricked CD/DVD drive Little of no voltage through USB port

    Hi,
    I've stuck on this problem for awhile now, there is a Bricked CD/DVD drive Little of no voltage through USB port. Its seems that the regulated 5v supply is not flowing through the circuits . I noticed when i bought the radio the fool soldered 2 pins on connector 4 (CN4). One SS24 Diode (D3) was missing on Mainboard
    Well its not bricked, really its just the voltage is little or none coming through the connector connecting to the Drive. i need a bit of help with this.
    Here is the service manual with Wiring diagrams.

    i got these results
    i'm not to sure about Pin 11

    Pin 1 = 3.3v✓
    Pin 2 = 5.065v✓
    Pin 3= 4.8v✓
    Pin 4= 4.7v✓
    Pin 5= 4.7v✓
    Pin 6= 4.7v✓
    Pin 7= 2.6v✓
    Pin 8= 0.0v✓
    Pin 9=11.6v✓
    Pin 10=5.1v=✓
    Pin 11=10.8v =???????????????????
    Pin 12=11.6v=✓
    Pin 13=8.5v=✓
    Pin 14=5.0v=✓
    Pin 15=11.6v =✓

      Found the Problem its was 15uh/3A Inductor. Got lucky i touched off it and the cd drive mechanism powered up suddenly . phewwww.
      Thanks for looking though.
