2n2 high voltage ceramic - looks like it's mains-rated.
they fail if you put too much voltage through them.
they go short-circuit and sometimes split or explode.
i have a real impressive one here - i'll see if i can get a clear foto of the hole in it!

Ouch ouch ouch, I don't think that is the only problem there. The board has turned brown due to the heat. Replace all lytics in nearby area. Check for leaky diodes. Replace solder, it has probably overheated and 'dried-up', making a bad contact.
No, ceramic capacitors usually don't fail. But they are cheap, and it may be good to replace them with better quality ones, given the chance and time.

2n2 means 2.2 nanofarads (nF)
for electrolytics, M means +/- 20% tolerance, but that may not be the case this time.
If these are connected between Line - Earth and Neutral - Earth, then you'll want Y class certified safety caps. 2.2nF = 2200pF (picofarads), and is sometimes written as '222'. These would probably work fine for you: http://search.digikey.com/scripts/Dk...me=490-4231-ND
