My father found a green LED traffic light insert thing in the intersection in front of his workplace. The lights at the intersection were all there, so it must have fallen off of a truck or work vehicle!
Made by LEOTEK, which is a subsidiary of LiteOn.
It's rated for 80 to 135VAC, 60Hz, 6.7W/7.1VA (So the PF is not quite 1).

(It's outside of the pic, but there is an NTC thermistor on the PCB, presumably for overtemp protection. The lamp unit doesn't really get too warm to begin with, but it might be hotter inside because the plastic case doesn't transfer heat very well. Plus, in the summer it gets hot outside.)
