You are trying to charge 12V battery from 5V source, so look here: It may not fir your requirement, but it is a starting point.

OP is asking for 20W output and 5V input, datasheet says impossible.
It can't handle 5V 4A input

It is just the guide to look for the one that will fit his requirement. He needs to know that he needs to boost the input Voltage from 5V to 12.6V (which I am sure what kind of batteries he is trying to charge) so the 1513 is not the right one for sure.
Just look through the LT website and see.
