Is there any reason why high voltage high resistance resistor use weird marking and value on it? Standard nomenclature, EIA value not used?

Thank you for link! This is nice example how to part serial number leed to usefull info.
This was indeed be a copy machine, and I imagine that in uncommon parts is used some other standard, but not know why... only logical explanation is that are not produced for separate sell... confusing others.
