I was attempting to check the a winding on a SMPT. The board has recently been powered on, but it was unplugged and I drained the filter cap. When connecting the probes I heard a tiny spark of static and the meter turned off and will not come back on. Any ideas?

I would first check if the battery is good.
If it has protection devices on the input, those could have shorted from the spike, and drained the battery. Check the battery in circuit, with a DMM.
