    Dell Optiplex GX280

Hello guys, I know this board is and the small form factor dell is crap. But the customer brought it in and it had a bad PSU, after i changed it i get a new problem and its a
System halted due heatsink not on the chipset. I tough it had no connection (as the heatsink closes the circuit between them, so i soldered a wire to connect them and still the same problem).
    Anyone faced this?

A quick google suggests it might be the clip mechanism that has to be sensed.
On some boards there are pads where the clips fasten to the board and they have to be connected to complete the circuit?

Yup around google I found that the clips we talk about are the one which hold the heatsink (and that they are the one which complete the circuit), sadly I resolder them as well as solder a solo wire which completes the circuit and nothing still the same problem.

You have been looking at the main processor - heatsinks on other chips?
What motherboard is it - perhaps a picture would help

Only the CPU has it (and its sitting tight). That is the image of the motherboard, I am seriously clueless.

Not your board then There is a hedgehog heatsink on the smaller chip that has a hold down clip - any facility for one on the top right chip.
Note the error says chipset not cpu

That is the motherboard, the hedgehog heatsink is holding down the chipset (aka nb which contains the IG).
(on google all are talking about the H2 which is the side where the clip should complete the circuit).
The error is the "System halted the heatsink on the chipset isn't presented". Going by the logic when I put it all together (yes also the hedgehog on the NB thus completing the circuit), I still get this error.

Does it work if you switch off Halt on all warnings in the bios? not ideal but interesting to know.

Can't even get into bios, it starts to get it and bam System halted.
