HDTV PCI card suggestions

My existing tuner just isn't working under anything... It's a long story in another thread.

I would like some suggestions for a tuner that:

1. has official QAM support
2. has some sort of analog (composite) input.
3. is a PCI card (not PCI-e)
4. Is under $30

Any suggestions?
