please help with videocard caps

I'm seeing residue around these 2 caps.
I believe they are Lelon OCRZ.

Would these even leak?

(I didn't get a photo when I had the heatsink off)

I'm being told by the manufacturer that these caps wont leak.

Any cap can leak unless it's made with 1/4 inch thick aluminum and is solid aluminum, which doesn't exist.

We'd need an actual photo to see if it's leakage or not.
