You havn`t said which software you are trying to open it with. It opens OK for me with the latest version of Openboardview and FlexBV Free .

I try two different computer win10 pro,win 10 SL.but
I am encountering the same error

The same error with Openboardview and FlexBV Free ? ,have you tried them ?

finally opened with openboardview-9.95.0-win32 version.
